Govt approves bill on promoting renewables

Ljubljana, 17 October (STA) - The government adopted the draft bill on promoting the use of renewables on Friday. The aim is to upgrade the existing law, including by raising the targets for energy from renewable sources and setting up a new support scheme.


The bill increases the targets for the share of energy to be produced from renewable sources and aligns them with targets from the updated National Energy and Climate Plan (NEPN), the Government Communication Office (UKOM) said.

The share of renewable energy sources in final energy consumption should reach 33% by 2030.

The bill also transfers into national legislation an amended EU directive and sets up a new renewables support scheme in line with European Commission guidelines for state aid.

While a previous support scheme was run by the Energy Agency, the new one will be run by the national electricity exchange Borzen.

It will support a wider range of technologies, including heating, cooling, biofuels, biogas and green hydrogen, and offer investment incentives and operating aid.

The renewables contribution, paid as a compulsory public levy by the majority of energy consumers, will be collected based on actual energy consumption rather than installed capacity.

Under the bill, energy intensive companies would continue to be exempt from paying the contribution after the existing exemption scheme expires at the end of the year.

The bill sets out the implementation of the EU directive on the electricity market design in a way that allows for a stable and predictable environment for investment in renewables, the government said.
